In 2022, Governor Gavin Newsome signed SB 54, the Plastic Pollution Prevention and Packaging Producer Responsibility Act. As this California law shifts the responsibility of plastic pollution from consumers to companies that make and use plastic packaging, some think that the legislation still gives industry too much leeway.
